This is a proposed clean up of various "Ghost fleet" and "Reserve fleet" articles. Various merger discussions have been on their talk pages for years. This is mostly concerned with the various US Navy and MARAD facilities, but the proposed framework should work for any countries' reserve fleets.
Proposal
Track down existing related article names.
Track down the current official names of the various reserve and inactive fleets in the US, use as primary article titles. Find any historical names and make them redirects. Possibly break out each fleet site to own article with list?
Ghost fleet becomes a generic article (with links to specific fleets), and includes a (hopefully neutral) discussion of the environmental concerns.
Existing Article Mess (is that too POV?)
- Ghost fleet - describes specific MARAD and NISMF reserve fleets, intro says Naval, omits merchant.
- Reserve fleet - generic description of Navy reserve fleet.
- National Defense Reserve Fleet - Describes generic MARAD reserve fleet operations
- List of Military Sealift Command ships - includes list of Ready Reserve Force
- Suisun Bay - has a para on the NDRF there, especially Glomar Explorer.
- James River (Virginia) - oddly makes no mention of the NDRF, probably should.
- U.S. Maritime Administration aka MARAD - mentions NDRF in intro, but doesn't cover how it fits into the MARAD divisions.
- Ready Reserve Fleet/Ready Reserve Force - no such articles, one ref is linked to MSC List above.
- Philadelphia Naval Shipyard - linked from Ghost Fleet, but does not describe the Inactive Ship Maintenance Facility there
- Naval Inactive Ship Maintenance Facility - describes them, but blurrs ISMF and NDRF
- Inactive Ship Maintenance Facility - redirects to above
- Diego Garcia - describes prepositioned fleet there (not sure how/if this ties in)
New/Revised Articles
- Ghost fleet describe a ghost fleet generically, maintain naval/merchant balance. Add section on ecological topics. List/Link to NDRF, NISMF, (other coutries?) Add derelict sites like Mallow's Bay? Mention "laid up", "in ordinary", "hulks"?
- Naval Inactive Ship Maintenance Facility - clarify relation to NDRF facilities.
- National Defense Reserve Fleet - inherits specific NRDF fleet information from old Ghost fleet, if they don't go to separate articles, change link to RRF.
- Ready Reserve Force - (NEW) Describe RRF, relations to MSC, ISMF and NDRF. create redirect from Ready Reserve Fleet
- Philadelphia Naval Station - (NEW) includes PNSY, NHP, NISMF, SSES, BRAC dismantlement, links back to NISMF#Philly.
- Suisun Bay - put in a "for additional" link
- James River (Virginia) - mention NDRF#JRRF and "for additional" link.
- U.S. Maritime Administration aka MARAD - better description of MARAD divisions and where NDRF fits in.
Open Issues
- How do Prepositioned ships (Diego) fit in with ISMF/NDRF/RRF? Apparently they don't, except for being under MSC like RRF.
- Redoing links to Ghost fleet that really wanted James River or Suisun Bay. Is this a good enough reason to break those fleets out to their own articles?
