Note: Within the United Kingdom, the status of city is conferred upon a settlement by the government (technically, by the reigning monarch, although the decision is made by the government). Settlements with cathedrals within them automatically qualify [or past tense?], such as St. David's, in West Pembroke on the extreme south-west of Wales, which is a tiny city (the smallest within the United Kingdom) based around the cathedral of St. David's built to commemorate Wales' patron saint. Also, the City of London is a square mile, basically the financial district, with a resident population of only 5,000, within Greater London.
