Jesse D. Goins is an African-American character actor who has starred in film and on television. He is best known for his television role in the 1980s television series The Greatest American Hero as Cyler Johnson.

Jesse starred in some movies, his well known film rolls include the 1984 comedy movie Up the Creek as a soldier named Brown, his other roll he is really well known for is in the 1987 hit science fiction movie RoboCop as Joe Cox, a member of Clarence Boddicker's gang. His most recent movie was in the 2001 movie Echos of Enlightenment.

Jesse has made many guest appearances on television shows, his appearances range from Diff'rent Strokes, Hill Street Blues, The A-Team, Cold Case, ER, and Boston Legal.
