39th IChO changes

Since this year's Olympiad, there were some changes in awards given. The honorable mentions are now awarded to 10 best non-medalists based on the overall score. There was also no special award for the winner. If anyone feels like it, please add this information - I have no idea how to incorporate it smoothly into the article. 48th IChO not held?

The article says that the 48th IChO will not be held. Is there a source for this? I am aware that Russia will probably not be hosting it, but I've heard from the organizers in my country that the matter is still being discussed. Can a source either be provided, or the offending sentence rewritten?
